Beating the Deadline: DoubleTree Hollywood Beach BDA Project
From Initial Signal Testing to Final Approval and Ongoing Compliance
Project Overview
When the DoubleTree in South Florida faced a code-required public safety radio signal assessment and subsequent enforcement deadlines, Signal stepped in to manage the BDA process from initial testing through installation, final inspections, and annual recertification.
1
Initial Signal Assessment
- Signal was contracted to perform a code-required public safety radio signal scan at the property.
- Using the hotel’s building plans, Signal developed a 20' x 20' grid scan covering all public areas.
- After reviewing Signal’s results and conducting its own Delivered Audio Quality (DAQ) testing, the City determined that public safety radio coverage was insufficient in designated critical areas, including lobbies, elevators, hallways, and stairwells.
2
System Design and Permitting
Following the assessment, DoubleTree engaged Signal for a Professional Services Plan, placing the BDA process under one coordinated team.
- Signal designed a BDA system to address coverage deficiencies and meet applicable code requirements.
- The design was submitted for review and approval by the Fire, Electrical, and Structural departments.
- Once all required approvals were secured, the project was ready to move into installation.
- The property’s dedicated Signal Project Manager provided weekly updates, keeping the client informed of project progress, upcoming milestones, permitting status, and any timeline considerations throughout the process.
3
Installation Under a Tight Deadline
As the City began enforcing compliance requirements and established a deadline for the property to have its BDA system installed, the project timeline became critical.
- Signal prioritized both system quality and installation efficiency to keep the project moving forward.
- The Signal Project Manager served as the primary point of contact throughout installation, proactively coordinating with the client and internal teams to address questions, resolve challenges, and keep the project moving forward under a tight deadline.
- Crews worked on-site daily, including weekends, to complete the installation scope as quickly as possible.
- Throughout the process, the team focused on meeting the property’s compliance obligations without compromising the integrity of the system.
4
Fire Alarm Integration and Inspections
Completing the BDA installation was only one part of the process. The system also required coordination with the property’s fire alarm contractor and completion of the applicable inspections.
- Signal coordinated with the fire alarm company to complete its scope of work and permitting for integration between the BDA and the property’s fire alarm system.
- The City conducted rough and final inspections to evaluate the completed work.
- The project also underwent the County’s ORCAT BDA assessment as part of the approval process.
5
Ongoing Compliance and Recertification
With installation and inspections completed, the relationship continued beyond the initial project.
DoubleTree subsequently contracted Signal to perform its annual, code-required BDA recertification, helping the property maintain its system and stay on top of ongoing compliance obligations.
The Result
Signal guided DoubleTree through the full BDA process, from initial signal assessment and system design to permitting, installation, fire alarm coordination, inspections, and annual recertification.
With the City actively enforcing compliance requirements and a strict installation deadline in place, Signal prioritized the project, maintained consistent communication, and mobilized crews on-site daily, including weekends, to keep progress moving.
By combining technical expertise, proactive project management, and a hands-on approach to installation, Signal helped the property navigate a time-sensitive compliance process with one dedicated team overseeing the project from start to finish.
