Public Safety BDA Systems
How a BDA System Works
When emergencies occur, reliable communication can make all the difference between life and death. In Florida, where severe weather and unexpected emergencies are a constant concern, ensuring first responders can communicate clearly inside your building is critical.
A Bi-Directional Amplifier (BDA) System is designed to strengthen public safety radio signals in areas where coverage falls below Code requirements, helping first responders maintain clear communication throughout your property.
The process begins with an initial survey to determine whether your building already meets the required signal standards. If deficiencies are identified, the local Authority Having Jurisdiction (AHJ), typically the city or county, will perform its own verification testing and determine whether a BDA system is required.
Signal manages the entire process from start to finish, including the initial survey, AHJ coordination, system design, installation, testing, and final inspection.
1
Preliminary Assessment & Survey
Our qualified technicians perform a detailed RF survey to identify weak signal areas and map coverage on your building’s floor plans.
2
BDA System Design & Sign/Seal
Using your building plans, scan results, and local requirements, we create a draft system design for your review. After approval, the final design is stamped by our licensed professional engineers.
3
AHJ Review & Approval
The survey results and proposed BDA system design, including antennas and equipment, are submitted to your local building department, Fire Marshal and Prevention Bureau for review.
4
Permitting
Once approved, we handle all necessary permits so installation can proceed smoothly.
5
Professional Installation
Our certified experts install the BDA system, antennas, and cabling using Code-compliant materials and placement for optimal performance.
6
Acceptance Testing
Comprehensive testing verifies coverage meets Code requirements (typically 90% general coverage, 99% in critical areas), ensuring your system performs exactly as designed.
7
Permit Renewal & Maintenance
Florida Codes require ongoing maintenance and annual recertification. We help keep your system compliant and fully operational for years to come with our support agreement and recertification process, included in all BDA proposals.

Who needs a BDA?
A Public Safety Bi-Directional Amplifier (BDA) System is required when first responders cannot maintain reliable radio communications throughout a building.
In Florida, a public safety radio coverage test may be required during new construction, following a fire inspection, after renovations, or at the request of the local fire department or fire marshal. If a building does not meet the minimum signal strength and audio quality requirements, the local Authority Having Jurisdiction (AHJ) may require a BDA system.
Signal ensures we use the most current and cost effective NFPA and other Codes for your project. While state and national codes establish the minimum requirements, the local AHJ has the final authority to determine whether a BDA system is required and how it must be installed.
What is a ERRCS/BDA Scan?
A BDA (Bi-Directional Amplifier) scan, sometimes called a signal strength survey or inspection, evaluates radio coverage inside a building. It highlights “dead zones” in critical areas like stairwells , elevators and garages and confirms compliance with public safety radio signal requirements, ensuring reliable emergency communications.
An official report will be produced and will display the required grid over your building plans, showing measured public safety radio signal levels throughout all publicly accessible areas. These results get submitted with your County/City to determine if a system is required for your property.
What is a DAQ?
A DAQ (Delivered Audio Quality) test is performed by your local AHJ(Authority Having Jurisdiction), often the County or City authority responsible for public safety radio coverage. The test measures radio signal performance in critical areas, including stairwells, elevators, lobbies, and hallways. Results are pass/fail and, along with an ERRCS scan, help determine if a BDA system is necessary for your property.
In certain jurisdictions, such as Orange County and the City of Orlando, vendors are required to include DAQ testing and results as part of the ERRCS scan report. Signal is fully certified and trained to perform this additional testing whenever it is required.
What BDA maintenance is required?
Signal provides a Service Level Agreement (SLA) that satisfies BDA maintenance and annual recertification requirements, giving you confidence and peace of mind. Should any issues arise, our experienced team is always available to support you.
What does a BDA cost?
The cost of a BDA system depends on many factors and isn’t always tied to building size. Unlike other providers who may quote general pricing, Signal customizes each solution to your needs, focusing on efficiency and accuracy to reduce the likelihood of change orders. Make sure and ask us about customized Sold as a Service, SaaS, pricing featuring zero capital requirements. See below
Is a permit required for a BDA?
Navigating permits is a key part of any BDA project. Often, approvals require review from multiple departments, may require review from multiple State, County and Local AHJs . Signal’s expertise in local Codes ensures your project stays on track and compliant throughout the permitting process.
