Case Study

Radio System Modernization Case Study

Background

For many years, Davie operated simplex analog UHF radios to support CERT operations within Fire Rescue. While functional, the system was limited in coverage, lacked redundancy, and could not meet the growing communications needs of multiple municipal departments.

Fire Rescue leadership identified the need for:

A primary radio system for daily municipal operations for multiple departments

A resilient backup to the County’s P25 public safety infrastructure

Expanded coverage and reliability

Multi-department interoperability

Long-term service and support sustainability

Davie provided access to two tower sites to support system deployment.

Solution Architecture

Signal Communications engineered and deployed a two-site hybrid digital/analog radio system featuring:

Infrastructure Deployment

Two (2) tower sites

Four (4) repeaters per site (eight total)

FCC licensing coordination

Antenna and repeater installation in tower shelters

Digital point-to-point (PTP) microwave link between sites

System Design

Hybrid Configuration:

One (1) analog linked simulcast channel

Four (4) digital IPSC wide-area talkgroups

IP Site Connect (IPSC):

The digital infrastructure links both tower sites over microwave, enabling seamless roaming and wide-area digital communication across departments.

Analog Simulcast Channel:

The two UHF analog repeaters are linked via an analog-to-digital gateway to allow simultaneous transmit/receive functionality and interoperability between the UHF system and P25 system.

Operational & Support Model

Following warranty expiration, Davie entered into an annual support agreement that includes:

All parts and labor for repairs

Pickup and delivery of portable radios

On-site service for fixed equipment

Standard service coverage (Monday–Friday, 9am–5pm)

Optional 24/7/365 coverage

This structured support model ensures long-term reliability, predictable budgeting, and minimal downtime.

Results & Benefits

1

Expanded Coverage & Reliability

Achieved 90% verified town-wide radio coverage, significantly improving operational effectiveness over legacy simplex communications.

2

Departmental Interoperability

Enabled coordinated communication across Public Works, Parks & Recreation, Fire, Police, and CERT teams.

3

Backup to P25 System

Provides a resilient municipal communications layer supporting continuity of operations if the County-operated P25 system becomes unavailable.

4

Hybrid Flexibility

Maintains analog interoperability while leveraging modern digital advantages such as talkgroup segmentation and wide-area linking.

5

Scalable Platform

The system architecture allows for future expansion, additional talkgroups, or increased capacity as municipal needs evolve.

6

Predictable Lifecycle Management

Structured support agreement ensures sustainability and long-term system performance.

Conclusion

The Town of Davie’s radio modernization initiative demonstrates how a municipal government can transition from legacy simplex analog communications to a scalable, hybrid digital infrastructure without sacrificing interoperability or operational continuity.

By implementing a Motorola MotoTRBO IP Site Connect solution, Signal Communications delivered a resilient, multi-department communications backbone that enhances public safety, supports daily municipal operations, and ensures long-term reliability through structured lifecycle support.

This project serves as a model for municipalities seeking cost-effective modernization while maintaining compatibility with existing public safety ecosystems.
